Houston Gaines, born Houston Alexander Gaines on January 11, 1995, in Athens, Georgia, is a grandson of the late judge Joseph Gaines.
While a student at the University of Georgia, he served as Student Government Association president from 2016 to 2017 and was campaign manager for Athens mayor Nancy Denson's successful campaign.
Gaines earned a Bachelor of Arts in political science and economics from the university's School of Public and International Affairs and Terry College of Business in 2017.
Gaines first sought office in 2017, when at age 22 he lost a special election for the Georgia House of Representatives to Democrat Deborah Gonzalez.
In a 2018 rematch he defeated Gonzalez with 53.55% of the vote to win District 117, and in 2020 he was reelected with 56.58% against Mokah Jasmine Johnson. Redistricting moved him to District 120 for the 2022 election.
In 2023 Gaines helped introduce legislation creating a panel with greater state oversight of district attorneys, and Governor Brian Kemp signed it into law in May 2023, establishing the Prosecuting Attorneys Qualifications Commission.
Houston Gaines is the Republican nominee for Georgia's 10th congressional district, which encompasses a large portion of the central-east part of the state.
The seat is open because the Republican incumbent, Mike Collins, who won it with 63.1% of the vote in 2024, is his party's nominee for the U.S. Senate.
Gaines entered the race in July 2025 and won the Republican primary with 66.9% of the vote against businessman Ryan Millsap and plumber Jeffrey Baker.
His Democratic opponent is Pamela DeLancy, a nurse who won the Democratic primary with 54.4% against Lexy Doherty, the district's 2024 Democratic nominee, and retired engineer John Dority. The general election takes place on November 3, 2026.
