Carol Miller (née Devine) was born on November 4, 1950. She earned a bachelor's degree in history and political science from Columbia College in Columbia, South Carolina. Miller owns a bison farm, which she personally managed until her election to Congress, and her son, Chris Miller, ran in the Republican primary for governor of West Virginia in 2024.
Miller first sought a seat in the West Virginia House of Delegates in 2004, losing in the District 15 general election, and won in 2006 by unseating Democrat Margarette Leach. She represented the 15th district from 2007 to 2013 and, after the incumbents were redistricted, the 16th district from 2013 to 2019. While serving as a delegate, she taught a manners class in Huntington elementary schools, which earned her the nickname "Miss Manners".
In 2018 Miller ran for the 3rd congressional district seat after incumbent Evan Jenkins announced a run against U.S. Senator Joe Manchin.
She won the Republican primary over state delegates Rupie Phillips and Marty Gearheart and defeated state senator Richard Ojeda with 56.4% of the vote, becoming the first woman to represent the 3rd district. She was reelected in 2020 with 71.3%.
After the 2020 census cost West Virginia a district, her seat was renumbered as the 1st, which she won in 2022 with 66.7% and held in 2024 with 66.4%. In the 119th Congress she serves on the Committee on Ways and Means, including its subcommittees on Health and Trade.
Carol Miller is the incumbent in West Virginia's 1st congressional district, which covers the southern portion of the state, including Charleston and Huntington as well as Beckley, Bluefield, Lewisburg, Princeton, and White Sulphur Springs.
In the 2026 Republican primary she defeated businessman Larry Jackson with 72.0% of the vote, after four other Republican candidates, including former state delegate Derrick Evans, were disqualified.
In the general election on November 3, 2026, she faces Democrat Vince George, a retired public policy analyst, and Constitution Party nominee Belinda Fox-Spencer, a businesswoman who was a candidate for this district in 2022.
