Biography & Campaign Analysis

Background

David Carl Crowley was born on May 14, 1986, in Milwaukee, Wisconsin, and the family's home was lost when he was 10; he faced two more evictions before finishing high school. After graduating from Bay View High School, he enrolled at the University of Wisconsin–Milwaukee in 2006 and attended intermittently; he completed a bachelor's degree in community engagement and education there in December 2024, while serving as county executive.

Career

Crowley organized for Senator Russ Feingold's 2010 reelection campaign and then worked for Milwaukee County supervisor Nikiya Harris Dodd as a legislative aide, following her to the Wisconsin State Capitol as policy director after her 2012 election to the Wisconsin Senate.

In 2016 he won the Democratic primary for the open 17th Assembly district seat with 56 percent of the vote, took office on January 3, 2017, and was reelected in 2018.

In April 2020 he was elected Milwaukee County executive, defeating state senator Chris Larson by 1,026 votes, and he took office on May 4, 2020, as the first African American to lead the county and the youngest person to win the office.

As county executive he created the Right to Counsel Milwaukee program in 2021 for residents at risk of eviction or foreclosure and signed a 2023 measure raising the county sales tax to 0.9 percent from 0.5 percent under 2023 Wisconsin Act 12. He won reelection in 2024 with 84.5 percent of the vote.

2026 race

Crowley announced on July 25, 2025, that he planned to run for governor of Wisconsin, the day after Democratic governor Tony Evers said he would not seek another term; he formally launched the campaign on September 9, 2025.

He suspended his campaign on July 8, 2026, and endorsed Lieutenant Governor Sara Rodriguez, then rejoined the race on July 18, 2026, after Rodriguez withdrew; Evers endorsed him the following day.

In the August 11, 2026, Democratic primary he defeated state representative Francesca Hong by about 3,700 votes, receiving 39.8 percent of the vote, and became the first Black man nominated for governor of Wisconsin by a major party.

He faces Republican U.S. representative Tom Tiffany in the November 3, 2026, general election.
