She graduated from Homer Hanna High School in 1992 and from the University of Texas at Austin in 1996 with a Bachelor of Arts from the Plan II Honors and government programs, then earned a Juris Doctor from George Washington University Law School in 1999.

In 2012, after the Austin Independent School District moved to close schools including her son's, Pease Elementary, Hinojosa joined the district's school board, where she served for four years.

She won the 49th district seat in the Texas House of Representatives in November 2016 and was sworn in on January 10, 2017.

In the 86th Legislature she authored HB 1307, a law creating a process through which disaster victims can seek aid, and in the 88th Legislature she wrote the Fully Fund Our Future Act, a $40 billion public school funding proposal.
