Biography & Campaign Analysis
Background
Jacqui Irwin, born Jacqueline Van Egmond on January 3, 1962, was born in the Tarzana neighborhood of Los Angeles to Dutch immigrants John and Barbara Van Egmond and grew up in Woodland Hills.
She graduated from the University of California, San Diego, with a degree in systems engineering and was an Academic All American swimmer there. Irwin then worked as an engineer for three years at the Johns Hopkins University Applied Physics Lab and for five years at Teledyne.
She married Jon Irwin, a corporate executive, in 1986, and they have three children.
Career
Irwin entered local government in 2003 with an appointment to the Thousand Oaks Planning Commission, ran for the City Council the following year and became mayor of Thousand Oaks in 2008.
In 2014 she was elected to represent California's 44th State Assembly district, defeating Republican Rob McCoy, and she was reelected in 2016, 2018 and 2020 and, after redistricting, in 2022 in the 42nd district.
In the Assembly she chairs the Committee on Revenue and Taxation and select committees on cybersecurity and on gasoline supply and pricing, and she chaired the Committee on Military and Veterans Affairs from 2014 to 2021.
Her legislation has included independent security assessments for state agencies, security requirements for Internet of Things devices, a strengthening of Gun Violence Restraining Orders after the Borderline shooting in Thousand Oaks, and a requirement that plastic beverage containers contain at least 50% postconsumer recycled content by 2030.
2026 race
California's 26th congressional district is open in 2026 because Democratic incumbent Julia Brownley, who was reelected with 56.1% of the vote in 2024, announced her retirement. Jacqui Irwin launched her campaign on January 8, 2026, shortly after that announcement.
In the June 2 top-two primary she finished first in a nine-candidate field with 79,790 votes, or 41.29%, and Republican pastor Sam Gallucci placed second with 20.87%, ahead of Democrat Chris Espinosa with 10.30% and Republican Michael Koslow with 9.55%.
Irwin faces Gallucci in the general election on November 3, 2026.
