Biography & Campaign Analysis

Background

Kathleen Marie Soltero was born on July 22, 1959, in San Francisco, one of six children; her father's family roots are in Mexico and her mother's in Ireland.

She completed a Bachelor of Arts in political science and English at the University of California, Berkeley in 1982, then served with the Peace Corps in Kenya and interned at the law firm of U.S. Senator Paul Laxalt before graduating from the UC Berkeley School of Law in 1990.

She worked at the U.S. Department of Justice, receiving the Antitrust Division's Outstanding Contribution Award, and after moving to Nevada in 1997 became senior deputy attorney general under Attorney General Frankie Sue Del Papa, setting up the state's Antitrust Unit.

Career

Marshall, a Democrat, was elected Nevada state treasurer in 2006, defeating Mark Destefano 47% to 41%, and won a second term on November 2, 2010; she held the office from 2007 to 2015, when term limits in the Nevada Constitution ended her tenure.

In a September 14, 2011, special election in Nevada's 2nd congressional district she lost to Republican Mark Amodei, and in 2014 she sought the office of Nevada secretary of state without success.

She won the Democratic primary for lieutenant governor on June 12, 2018, with 67% of the vote and beat Michael Roberson, a Republican state senator, in November with 50.36%, becoming the 35th lieutenant governor of Nevada in 2019. She was a vice-chair of the 2020 Democratic National Convention.

Marshall resigned on September 17, 2021, to become senior advisor to governors in the White House Office of Intergovernmental Affairs. Since August 2024 she has taught business law as a teaching professor at the University of Nevada, Reno.

2026 race

Marshall entered the race for mayor of Reno on June 9, 2025, the earliest major entrant in the contest to succeed Hillary Schieve, who is term-limited after three terms. The contest is nonpartisan, with a top-two primary held on June 9, 2026, and a general election on November 3, 2026. Eddie Lorton, the runner-up in the 2018 and 2022 mayoral elections, is among the other declared candidates.
