Little was born on February 15, 1954, in Emmett, Idaho, where he grew up and finished Emmett High School in 1972. He studied at the University of Idaho in Moscow and earned a Bachelor of Science in agribusiness.
For almost 30 years he managed Little Land and Livestock, his family's ranching business, handing it to his son David in 2009, and he heads Little Enterprises, Inc., a farming and cattle operation.
From 1981 to 2001 he sat on the board of the Idaho Association of Commerce and Industry, which he also chaired.
In the legislative sessions of 1981 and 1985, Little sat in the Idaho Senate on a temporary appointment in place of his ill father, David Little.
Governor Dirk Kempthorne appointed him to fill an open state Senate seat in May 2001; after redistricting he won election in 2002 in District 11 and was reelected four times, and from 2003 to 2009 he was Majority Caucus Chair.
Governor Butch Otter named him lieutenant governor in January 2009 to succeed Jim Risch, who had been elected to the U.S. Senate, and Little was sworn in on January 6, 2009. Voters elected him to the office in 2010 and reelected him in 2014.
Little announced a run for governor in June 2016. In the 2018 Republican primary he won with 37.3% of the vote, defeating U.S. Representative Raúl Labrador and businessman Tommy Ahlquist, and in November he defeated Democrat Paulette Jordan by more than 130,000 votes, taking office in January 2019.
He won renomination in May 2022 with 52.8% over Lieutenant Governor Janice McGeachin and was reelected on November 8, 2022, over Democrat Stephen Heidt and independent Ammon Bundy.
As governor he signed House Bill 366 in 2021, barring most abortions after roughly six weeks of pregnancy, and a 2025 law making the firing squad Idaho's primary method of execution.
Little is running for a third term as governor in the election of November 3, 2026. He ran in the Republican primary held on May 19, 2026, and his Democratic opponent in the general election is attorney Terri Pickens.
