Biography & Campaign Analysis

Background

Carlos Giménez was born on January 17, 1954, in Havana, Cuba, into a landowner family from Oriente province. After the family lost its lands in the Cuban Revolution and the agrarian reforms that followed, it immigrated to the United States and settled in what became Miami's Little Havana.

He attended Christopher Columbus High School near Miami, earned a bachelor's degree in public administration from Barry University, and in 1993 completed the Program for Senior Executives in State and Local Government at Harvard University's John F. Kennedy School of Government.

Career

Giménez joined the Miami Fire-Rescue Department as a firefighter in 1975 and served as fire chief from 1991 to 2000, the first Cuban American to hold the position. He was city manager of Miami from May 2000 to January 2003 and later served on the Miami-Dade County Commission until 2011.

In the 2011 special election that followed the recall of mayor Carlos Alvarez, he was elected mayor of Miami-Dade County, winning a runoff with 51% of the vote, and he was re-elected in 2012 and 2016.

Term-limited as mayor, Giménez ran for Florida's 26th congressional district in 2020 with the endorsement of Donald Trump and defeated Democratic incumbent Debbie Mucarsel-Powell. He has represented the 28th district since 2023. He serves as one of the Republican assistant whips, and in the 119th Congress he sits on the Armed Services and Homeland Security committees, chairing the Subcommittee on Transportation and Maritime Security.

2026 race

Giménez, who was re-elected with 64.6% of the vote in 2024, is the Republican nominee for Florida's 28th congressional district in 2026. His Democratic opponent is Phil Ehr, a nonprofit executive and former Navy commander who was the party's nominee for the district in 2024. Independent candidate Eddy Rojas, a businessman, is also on the ballot. The general election takes place on November 3, 2026.
