Phil Ehr, a nonprofit executive and former Navy commander, is the Democratic nominee for Florida's 28th congressional district in 2026. Ehr was also the Democratic nominee for this district in 2024, was the party's nominee for the 1st district in 2020, and ran as a candidate in 2018.
The seat is held by Republican Carlos Giménez, who was re-elected with 64.6% of the vote in 2024 and is again his party's nominee. Tech executive Hector Mujica withdrew from the Democratic contest.
In the general election on November 3, 2026, Ehr faces Giménez and independent candidate Eddy Rojas, a businessman.
