Celeste Maloy was born on May 22, 1981, in Cedar City, Utah, and was raised in Hiko, Nevada, where she grew up in a single-wide trailer with five siblings. Her mother, Cathy (née Turner), sold Avon products, and her father, Edward Maloy, was a volunteer firefighter.
She is the niece by marriage of Cliven Bundy and the cousin of Ammon Bundy.
Maloy graduated from Pahranagat Valley High School in Alamo, Nevada, earned a degree in agriculture at Southern Utah University, and received a Juris Doctor from the J. Reuben Clark Law School at Brigham Young University in 2015.
Before entering law, Maloy worked for 11 years as a soil conservationist for the Natural Resources Conservation Service in Utah.
After law school she became a deputy county attorney in Washington County, Utah, specializing in public land law involving land and water policy, and in 2019 U.S. Representative Chris Stewart hired her as chief legal counsel for his district and Washington, D.C. offices.
When Stewart announced his resignation in 2023, Maloy entered the special election for the 2nd district, won the Republican nominating convention on June 24, 2023, and won the September 6 primary over former state representative Becky Edwards.
She defeated state senator Kathleen Riebe in the November 21 general election and was sworn in on November 28, 2023.
In her first re-election bid in 2024, Maloy lost the state convention vote to telecommunications businessman Colby Jenkins, who took 57%, but advanced to the June 25, 2024, primary. A recount confirmed on August 5, 2024, that she had won by 176 votes, and she was re-elected in the 2nd district with 58.0% of the vote. Maloy serves on the Committee on Appropriations and the Committee on Natural Resources.
Following mid-cycle redistricting in Utah, Celeste Maloy is running in the new 3rd district, which is based in eastern and southern Utah and includes Cedar City, St. George, Provo, Price, Orem and Heber. Maloy is the incumbent in the redrawn seat.
In the Republican primary she defeated Phil Lyman, a former state representative and 2024 candidate for governor, taking 65.7% of the vote to his 34.3%. In the November 3, 2026, general election she faces Democrat Kent Udell, an engineer and cousin of former U.S. Interior Secretary Stewart Udall.
