Biography & Campaign Analysis
Background
Eileen Laubacher (née Haskins) was raised in a Navy family. Her father, Vice Admiral Michael Haskins, served in the United States Navy for 37 years, and her grandfather served as a Navy combat diver during World War II.
When she entered the U.S. Naval Academy, which her father had also attended, he administered her oath as a midshipman.
Laubacher graduated from the academy in 1990 with a Bachelor of Science degree in political science and later earned her Joint Professional Military Education from the Air University's Air Command and Staff College at Maxwell Air Force Base.
Career
After her commission in 1990, Eileen Laubacher served in an operational role at the U.S. naval facility in Bermuda before moving into intelligence assignments at the Defense Intelligence Agency and the Joint Analysis Center in Molesworth, United Kingdom.
She joined the Navy Reserve in 1998, serving in intelligence and command assignments supporting U.S. Space Command, U.S. Strategic Command and U.S. Pacific Command, and in 2009 she deployed to Afghanistan in support of Operation Enduring Freedom.
Following her promotion to rear admiral in 2018, Laubacher was senior defense official and defense attaché at the U.S. Embassy in New Delhi from 2019 to 2022, then special assistant to the president and senior director for South Asia on the National Security Council from 2022 to 2024.
She retired from the Navy in 2024 after 34 years of service. Her awards include the Defense Distinguished Service Medal and the Legion of Merit. Laubacher and her husband, Chris, live in Highlands Ranch, Colorado, and have five children.
2026 race
Eileen Laubacher announced in May 2025 that she would run as a Democrat in Colorado's 4th congressional district, which encompasses the rural Eastern Plains and the southern Denver exurbs.
On March 2, 2026, rival candidate Trisha Calvarese, the party's nominee for the district in the 2024 special and regular elections, filed a lawsuit alleging the party violated state election law by allowing Laubacher into the caucus and assembly process, noting that she had registered as a Democrat in March 2025.
A judge denied a temporary restraining order the following day, and Calvarese dropped out on April 1, 2026. Laubacher won the Democratic primary with 100.0% of the vote.
In the general election on November 3, 2026, she faces Republican incumbent Lauren Boebert, who was elected to the 4th district with 53.6% in 2024.
