Jim Himes was born on July 5, 1966, in Lima, Peru, to American parents, and his father, James R. Himes, worked for the Ford Foundation in Lima.
He spent his early childhood in Lima and in Bogotá, Colombia, and after his parents divorced he moved with his mother and two sisters to Pennington, New Jersey, where he graduated from Hopewell Valley Central High School.
Himes earned a Bachelor of Arts from Harvard College in 1988, captaining the lightweight crew, and studied Latin American studies as a Rhodes scholar at St Edmund Hall, Oxford, graduating with a Master of Philosophy in 1990.
Jim Himes began working at Goldman Sachs in 1995 as a banker in Latin America and New York and was eventually promoted to vice president.
In Greenwich he was appointed commissioner of the Greenwich Housing Authority in 2002 and chaired its board for two years, and he also served on the Greenwich Board of Estimate and Taxation and chaired the Greenwich Democratic Town Committee.
In 2008 he defeated ten-term Republican incumbent Chris Shays, 51% to 47%, and took office on January 6, 2009, as the first Democrat to represent the district since Donald J. Irwin left office in 1969.
Himes has served on the House Permanent Select Committee on Intelligence since 2013 and became its ranking member in 2023, and he is also a member of the House Financial Services Committee. He chaired the New Democrat Coalition in the 115th Congress and previously chaired the House Select Committee on Economic Disparity and Fairness in Growth. He was re-elected in each subsequent election, including 2024, when he won 61.1% of the vote.
Connecticut's 4th congressional district covers the southwestern part of the state, including Bridgeport, Greenwich and Stamford, and Jim Himes is the Democratic incumbent.
He is again his party's nominee after law student and community organizer Joseph Perez-Caputo was eliminated at the Democratic convention.
The Republican nominee is Michael Goldstein, a member of the Greenwich Representative Town Meeting and the party's nominee for the district in 2024, who won the Republican primary with 74.3% of the vote against Daniel Miressi. Himes faces Goldstein in the general election on November 3, 2026.
