Biography & Campaign Analysis

Background

Joshua David Shapiro was born in Kansas City, Missouri, on June 20, 1973, and after some early years on a U.S. Navy base, where his father served as a medical officer, he grew up in Dresher, in Montgomery County, Pennsylvania.

He attended Akiba Hebrew Academy in Merion Station, graduated from the University of Rochester in 1995 with a major in political science, and earned his law degree at Georgetown University Law Center, finishing in 2002.

In Washington he worked for U.S. Representative Peter Deutsch, Senator Carl Levin and Senator Robert Torricelli, and from 1999 to 2003 served as U.S. Representative Joe Hoeffel's chief of staff.

Career

In 2004 Shapiro defeated Jon D. Fox, a Republican former congressman, to win the 153rd district seat in the Pennsylvania House of Representatives, and held it from 2005 to 2012, serving for a time as deputy speaker.

Montgomery County voters elected him to the Board of Commissioners in 2011, an election in which Republicans lost control of the board for the first time, and chaired it; in 2015 Governor Tom Wolf named him chair of the Pennsylvania Commission on Crime and Delinquency.

Shapiro won the 2016 race for Pennsylvania attorney general with 51.3% of the vote over Republican John Rafferty Jr., and in 2020 he won a second term over Heather Heidelbaugh.

As attorney general he released a statewide grand jury report in August 2018 on child abuse by Catholic clergy and its cover-up by church leaders, and he helped secure $1 billion for Pennsylvania in a national opioid settlement.

Unopposed in the 2022 Democratic primary for governor, he defeated Republican Doug Mastriano with 56.5% of the vote and took office in 2023 as the 48th governor. Shapiro and his family escaped an arson attack on the governor's residence in April 2025, hours after hosting a Passover Seder.

2026 race

Shapiro is running for a second term as governor of Pennsylvania. He and his Republican opponent, state treasurer Stacy Garrity, both won their party nominations unopposed in the primaries held on May 19, 2026. The general election takes place on November 3, 2026.
