Biography & Campaign Analysis

Background

Lizzie Fletcher was born Elizabeth Ann Pannill on February 13, 1975, at Hermann Hospital in Houston. She grew up in the River Oaks neighborhood of Houston and graduated from St. John's School. Fletcher then left Texas to attend Kenyon College in Ohio, where she earned Phi Beta Kappa honors, and went on to William & Mary Law School in Virginia.

Career

On returning to Houston, Lizzie Fletcher worked for the law firm Vinson & Elkins, where she met her husband, Scott. She later joined Ahmad, Zavitsanos, Anaipakos, Alavi & Mensing and became the firm's first female law partner.

Fletcher entered electoral politics in 2018, winning the Democratic nomination for the 7th district after a primary and runoff against Laura Moser.

In the November general election she defeated nine-term Republican incumbent John Culberson by 52.5% to 47.5%, and on taking office on January 3, 2019, she became the first Democrat and the first woman to represent the district.

She was reelected with 50.8% of the vote against Wesley Hunt in 2020 and with 63.7% against Johnny Teague in 2022, and won again in 2024.

Fletcher serves on the Committee on Energy and Commerce, is a member of the New Democrat Coalition and co-chairs the Task Force on Trade and the Natural Gas Caucus. In February 2026 she was the only House Democrat to vote against the 21st Century ROAD to Housing Act.

2026 race

Lizzie Fletcher is seeking reelection in Texas's 7th congressional district, which covers a southwestern stretch of the Greater Houston area across Harris and Fort Bend counties, including the Galleria area, Montrose, Meyerland, the Heights, Sharpstown, Gulfton and Alief.

She was re-elected with 61.2% of the vote in 2024 and was the only candidate in the 2026 Democratic primary. Her Republican opponent in the general election on November 3, 2026, is Alexander Hale, a consultant who won a runoff against furniture company owner Tina Blum Cohen with 64.3% of the vote.

Espoir Ngabo, an IT analyst, also appears in the general-election field as the Green Party candidate.
