His family moved 13 times during his childhood, mostly because of evictions, and he spent five hours a day on public buses to attend Renaissance High School. He earned a bachelor's degree in public policy from the University of Michigan in 2014.

Donavan McKinney worked as a legislative director in the Michigan Legislature and in community engagement for the nonprofit Community Development Advocates of Detroit before becoming a healthcare organizer with the Michigan Service Employees International Union. In 2020 Governor Gretchen Whitmer appointed him to her Environmental Justice Council, where he helped develop the pandemic plan to restore sewage and water service to Detroit residents.
McKinney was elected to the Michigan House of Representatives from the 14th district in 2022 and, after court-mandated redistricting of the Detroit area, won re-election in the 11th district in 2024.
He was one of two primary sponsors of 2023 legislation creating the position of medication aide in nursing homes, which Whitmer signed into law, and he co-sponsored a bipartisan package to prohibit campaign contributions from utility companies and major state contractors.
He is a member of the Democratic Socialists of America.
