John Joyce was born and raised in Altoona, Pennsylvania. He earned a bachelor's degree from Pennsylvania State University and a Doctor of Medicine from Temple University School of Medicine, then completed his medical residency in internal medicine and dermatology at Johns Hopkins Hospital. A dermatologist by profession, Joyce is Roman Catholic.
Joyce entered politics in 2018, when Bill Shuster, the nine-term incumbent of the district previously numbered the 9th, announced his retirement; Shuster and his father, Bud, had represented the district for 46 years.
Running in the renumbered 13th district, Joyce won the Republican primary against seven other candidates with 22% of the vote and defeated Brent Ottaway in the general election with 70.5%. He was re-elected on November 3, 2020, with 73.5% of the vote.
Joyce voted against the certification of the 2020 presidential election, and in December 2020 he was one of 126 House Republicans to sign an amicus brief supporting Texas v. Pennsylvania.
In the House, Joyce sits on the Committee on Energy and Commerce, including its Subcommittee on Health and its Subcommittee on Oversight and Investigations, and his caucus memberships include the GOP Doctors Caucus. In 2023 he was among 47 Republicans who voted for H.Con.Res. 21, directing the removal of U.S. troops from Syria, and in 2024 he voted against the $60 billion military aid package for Ukraine. He was re-elected with 74.2% of the vote in 2024.
John Joyce is the Republican incumbent in Pennsylvania's 13th congressional district, which is based in rural South Central Pennsylvania and includes Johnstown, Altoona and Gettysburg. He ran unopposed in the 2026 Republican primary, receiving 58,992 votes.
In the general election on November 3, 2026, Joyce faces Democrat Beth Farnham, a former Conewago Valley School District board member who was also the Democratic nominee for the district in 2024 and who ran unopposed in the Democratic primary.
