Donna Miller was born Donna Lynne Black on September 7, 1965, and spent most of her youth in Chicago. She attended Ogden Elementary in Chicago, graduated from Lane Technical High School in 1983 and earned a bachelor's degree in business administration from Howard University in 1987. She later took graduate business courses at Pepperdine University in 1992.
Miller worked as a health care consultant and account specialist in the biotech pharmaceutical health care industry and served as director of multicultural markets with the American Heart Association.
She joined the board of Planned Parenthood Illinois in 2012 and chaired it in 2017 and 2018, and she served on Congresswoman Robin Kelly's 2nd Congressional District Healthcare Task Force.
In 2012 she sought the Democratic nomination for the 15th district of the Illinois State Senate and finished second to Napoleon Harris.
In 2018 Miller won the Democratic primary for the 6th district seat on the Cook County Board of Commissioners against Patricia Joan Murphy and Crestwood mayor Lou Presta, and then won the general election unopposed. She was elected to a second term in 2022. She lives in Lynwood, Illinois, with her husband, David E. Miller, who spent a decade as an Illinois state representative, and they have two sons.
Donna Miller is the Democratic nominee for Illinois's 2nd congressional district, which includes the far southeast portion of Chicago, part of its southern suburbs and counties along the Indiana border.
The seat is open because Democrat Robin Kelly retired from the House to run unsuccessfully for the U.S. Senate.
In the Democratic primary on March 17, 2026, Miller won with 40.4% of the vote in a ten-candidate field, ahead of former U.S. representative Jesse Jackson Jr. with 28.9% and state senator Robert Peters with 12.4%.
She faces Republican Michael Noack, a truck driver who was unopposed in his primary, in the general election on November 3, 2026.
