Biography & Campaign Analysis

Background

Kevin Lincoln was born on October 28, 1980, in San Joaquin County, California, and was raised in Stockton. His mother was of Mexican descent and his father was African American. In 2001 he joined the U.S. Marine Corps, and during the administration of George W. Bush he served on Marine One.

Career

After returning to California, Lincoln worked in Silicon Valley for AlliedBarton from 2005 to 2008, for Securitas AB from 2008 to 2009, and for AlliedBarton again from 2009 to 2013. He then moved back to Stockton and became executive pastor of LifeSong Church.

In the November 2020 general election, Lincoln defeated the Democratic incumbent mayor, Michael Tubbs, to become mayor of Stockton. Municipal elections in California are officially nonpartisan, and Lincoln's party preference is Republican.

During Lincoln's time as mayor, Stockton saw a reduction in violent crime, including homicides, and he oversaw expanded homelessness services and investments in youth and workforce programs. After a single term he was succeeded by Christina Fugazi. Lincoln had announced a campaign for California's 9th congressional district in July 2023, and in the November 2024 general election he lost to the Democratic incumbent, Josh Harder.

2026 race

Kevin Lincoln, who previously ran in the 9th district, is the Republican candidate in the 2026 election for California's 13th congressional district. The incumbent is Democrat Adam Gray, who flipped the district in 2024 with 50.03% of the vote.

In the top-two primary, Lincoln finished second with 27.74% of the vote behind Gray's 41.97%, placing ahead of Republican business consultant Vin Kruttiventi and Democratic community organizer Daniel Garibay Rodriguez. Ceres mayor Javier Lopez, the other Republican in the field, withdrew.

Lincoln campaigns on what he calls "pro-growth and pro-housing priorities" and faces Gray in the general election on November 3, 2026.
