Background

Josh Harder was born on August 1, 1986, in Turlock, California, and his great-great-grandfather settled in nearby Manteca, where he started a peach farm.

Harder attended Modesto High School, interning during that time for then state senator Jeff Denham, and earned a Bachelor of Arts from Stanford University in 2008.

He later obtained a joint Master of Business Administration and Master of Public Policy from Harvard Business School and the John F. Kennedy School of Government. Harder and his wife, Pamela, met as undergraduates at Stanford, married in 2018 and have two daughters.

Career

Harder joined Bessemer Venture Partners in its New York office in 2014 and became a vice president of the firm after moving to San Francisco two years later. He left in 2017 to campaign full-time, moved back to Turlock and taught business at Modesto Junior College. In 2018 he defeated Republican incumbent Jeff Denham in California's 10th congressional district, and he was re-elected in 2020 with 55.2% of the vote against Republican Ted Howze.

Following redistricting, Harder won the newly drawn 9th district in 2022, defeating San Joaquin County Supervisor Tom Patti with 56%, and in 2024 he defeated Republican Kevin Lincoln with 51.8%. He serves on the Committee on Appropriations and is a vice chair of the New Democrat Coalition.

Harder has repeatedly introduced legislation to block the Delta Conveyance Project, including the Stop the Delta Tunnels Act in February 2023, and has sponsored bills on fentanyl abuse and utility rates.
