He received a Bachelor of Arts from Adelphi University and a Juris Doctor from Howard University School of Law, and he is a member of the Alpha Phi Alpha fraternity. Through DNA testing, Meeks traced his ancestry to the Mende people of Sierra Leone; his great-grandparents lived in South Carolina when slavery was abolished.

Meeks began his legal career as an assistant district attorney and worked for the Special Narcotics Prosecutor for the City of New York before joining the Investigations Commission on official misconduct and organized crime. He later served as supervising judge for the New York State Workers Compensation System. From 1993 to 1998 he represented the 31st district in the New York State Assembly.
Meeks entered the U.S. House in 1998, representing New York's 6th congressional district until 2013 and the 5th district since then.
In July 2020, after the primary defeat of Foreign Affairs Committee chair Eliot Engel, he sought the chairmanship and won a House Democratic Caucus vote against Joaquin Castro on December 3, 2020, by 148 to 78.

Outside Congress he chairs the Queens County Democratic Party, and he is set to become dean of New York's House delegation upon the retirements of Jerry Nadler and Nydia Velázquez in 2026.
