On active duty he earned the Ranger Tab and served with the 2nd Battalion, 504th Parachute Infantry Regiment of the 82nd Airborne Division as a platoon leader, company commander and battalion staff officer.
He completed a Master of Public Policy at Harvard's John F. Kennedy School of Government and taught social sciences at West Point from 1978. Reed left active duty as a captain in 1979 and remained in the Army Reserve until 1991, retiring as a major.
After earning a Juris Doctor at Harvard Law School in 1982, he practiced law in Washington, D.C., with Sutherland Asbill & Brennan and in Providence with Edwards and Angell until 1990.
Reed won a seat in the Rhode Island Senate in 1984 and held it for three terms. In 1990 he was elected to the U.S. House of Representatives from Rhode Island's 2nd congressional district with 59% of the vote, serving from 1991 to 1997.
